Suspension Bridge built for Free, who to be blamed?

The newly-constructed suspension bridge that gave way, caused 3 death recently was reported to be built free.

The question that come to my mind is..why is the bridge built for free? When it is build for free, what is the liability of the constructor? Was there any specification that the constructor is oblige to abide to? There could be unclear specification as to the weight that the suspension bridge can support.

Before all finger is pointing to the constructor, should we also ask who draw the specification? Was the specification meant to support more than 15 people crossing at anytime? Furthermore, who is so good that he/she managed to convince the company to build the bridge for FREE?

So, thing is getting complicated now. Maybe the original specification is to build the bridge capable to support at least 20 people at anytime, but because it is to be build free of charge, the requirement may be lowered to support 10 people only?

Can the government provide us more details as to what is the required specifications? Can the government also answer why is the bridge build by a company for free?

If the government can get the bridge to be build free, can they get the company to build government hostel for free too? This is truly another Malaysia Bolah example. Public utilities build FOC!
